"Number Design Tattoos" are becoming more and more popular for various reasons.
1 - Memorial
If you have ever lost a loved one, a partner or a child you would understand how some people would want to have special dates linked to their loved ones, inked on themselves forever. I even read about a man who had the GPS coordinates of his daughters grave tattooed on himself.
2 - Sport Fanatics
They just want to show their support for their favorite team players by permanently having their numbers tattooed. "not something i would do" These Numbers are usually placed on the back to get a sports jersey effect. I personally would rather suggest a national team emblem.
3 - Religious
I have seen a few Tattoos of verses from the bible that has special meaning for the person. for example: Ps. 23:4 "Even though I walk through the valley of the shadow of death, I will fear no evil, for you are with me; your rod and your staff, they comfort me."
4 - Lucky Numbers
Quite a few people tattoo their Lucky numbers on themselves.
7 is popular and strangely enough so is 13,although 13 and other unlucky symbols are sometimes tattooed as a type of challenge to fate. In China, the numbers 6, 8, and 9 are considered lucky. Some guy who won the Lottery even had the winning date and all 6 winning numbers permanently etched into his arm.

Some people in prison have their Prisoner numbers or cell numbers tattooed for sentimental reasons but certain numbers on prison tattoos stand for certain things or letters with hidden meanings. so be careful when you pick your number design (if you are going for the prison tattoo look) or you might end up with an unwanted hidden meaning etched in your skin forever. a few examples are: nr 88 - It usually stands for HH which in turn stands for Hail Hitler. Nr 13 sometimes stand for M (the 13th letter of the alphabet) which could also have the meaning/reference for Marijuana use. Many gang members also use the area code to their neighborhood as a tattoo. "I wonder what they do when they move"
